Chicago Illinois and Annapolis Maryland are both great places to live.  Distressed homesoffer buyers the opportunity for plenty of upside potential after improvements and repairs.  While flipping shouldn't be the goal of foreclosure home buyers, nor should those buyers expect double-digit returns on their purchase, buying an REO (bank owned property) allows buyers to purchase a lot more house than they might be able to on a regular resale.
